PURPOSE: A double pipe-type heat-treating burner for freely regulating power output is provided to secure a wider combustion power output of the heat-treating burner of an annealing furnace for heating steel plates continuously supplied to manufacture steel products to constant temperature and for annealing the steel plates and accordingly to actively cope with the thermal state of the annealing furnace to a standard of the annealed steel material. CONSTITUTION: A double pipe-type heat-treating burner for freely regulating power output mounted in a radiant tube of an annealing furnace to supply a heat source heating a steel material is composed of a high power output fuel pipe(10) integrated with a flange unit(12) fixed to a steel shell of the radiant tube, and connected with a fuel supply pipe for high power output(14); a low power output fuel pipe(30) sealed and inserted in the outer fuel pipe by mounting a sealing member(20) to the rear of the outer fuel pipe, arranged in the center of the outer fuel pipe, and connected with a fuel supply pipe for low power output(32); and a fuel injection nozzle(50) screw-assembled to the ends of high and low power output fuel pipes and integrated with high and low power output fuel injection holes(52,54) in the circumferential direction and the center, respectively, to divide and perform the injection of fuel for a flame in low and high power output.
