PROBLEM TO BE SOLVED: To make the fitting position in the axial direction of a stiffener S to a bead B precise and constant. SOLUTION: Since an arc-shaped projection 55 is formed at the base end of an oscillating vane 22, and the stiffener S is slid until its base end face contacts the projection 55 on the oscillating vane 22 when the stiffener S is expanded from a cylindrical shape to an approximate guard shape, the stiffener S is curved by a difference in wall thickness when extruded from an extruder. In this way, even when meandering occurs in the winding of the stiffener S onto the oscillating vane 22, the meandering is corrected by the projection 55, improving the roundness at the base end of the stiffener S.
