PROBLEM TO BE SOLVED: To facilitate maintenance work by providing a top roll laterally drawn out and fixing a bottom roll for preventing the generation of vibration accompanying transfer, etc., thereof in an offset variable type pinch roll device used when continuously rolled strips are wound alternately by two or more coiling machines. SOLUTION: The offset variable type pinch roll device fundamentally comprises the bottom roll and the top roll, and the bottom roll is of a fixed type and can be laterally drawn out, while the top roll can be transferred to the horizontal and vertical direction in cooperation with a rotating cam type horizontal driving means and a vertical open-close driving means to change an offset position so that no detrimental vibration is caused and maintenance work such as parts replacement, maintenance and the like is facilitated.
