PROBLEM TO BE SOLVED: To provide a communication system which mixedly accommodates multi-carrier terminals and single carrier terminals in a CDMA radio communication system for performing packet communications by radio communications. SOLUTION: The communication system has a base station 20 and at least either a radio communication terminal (C or G) for performing packet communication with the base station, using at least one carrier, or radio communication terminals (A and B) for performing packet communication with the base station, using a plurality of carriers simultaneously. The base station 20 comprises a means for giving allocating information commonly used for the plurality of carriers in allocating the carrier to a specified radio communication terminal (A to G), a memory means for storing the allocating information, and a means for determining a time slot allocation usable by the radio terminal using one carrier and by the radio terminals using the plurality of carriers.
