PROBLEM TO BE SOLVED: To improve tracking servo stability in a device and a method for detecting a tracking error, adaptable to a recording/reproducing device for a disk recording medium having a meandering guide groove (wobbling groove). SOLUTION: An amplitude component by a meandering guide groove is detected from reflected light information from a disk having the meandering guide groove, and a tilt offset component (L) contained in a tracking error component by the tilting of the disk recording medium with respect to an objective lens is detected. Then, the tilt offset component is subtracted from the tracking error component (WPP') based on a push-pull system, and the subtraction result WPP (=WPP'-L) is outputted as a tracking error signal.
