PROBLEM TO BE SOLVED: To automatically and surely specify the occurrence point of an unforeseen event within a road section. SOLUTION: When any unforeseen event such as an accident occurs, disturbance occurs in a traffic flow, and traffic volume Q is fluctuated. The fluctuation of the traffic volume Q posterior to the occurrence of the unforeseen event is made to correspond to the increase of the number of vehicles within the road section, and the increased vehicles are presumed to be congested until the occurrence point of the event within the road section. Then, the fluctuation of the traffic volume Q posterior to the generation of the event is temporally integrated, and multiplied by vehicle head intervals, and divided by the number of traffic lanes to calculate a distance L1 between a vehicle sensor 3 and the occurrence point of the event. Thus, it is possible to remove the influence of the event, and to facilitate countermeasures to prevent any secondary disaster by directly traveling to the occurrence point of the event in a short period of time.
