PROBLEM TO BE SOLVED: To provide an anchor which facilitates fixing work to a tunnel inner surface and exerts excellent fixing performance after being fixed to the same, and to provide a capsule which fixes an anchor, to thereby improve the fixing work efficiency of a lattice member and increase the fixing force of the lattice member to the tunnel inner surface. SOLUTION: The anchor fixing capsule 11 is inserted into an anchor hole 10 formed in a tunnel inner surface T1 on which the lattice member 20 is laid, and an anchor body 2 is driven into the anchor hole 10 to strike and break the anchor fixing capsule 11 by driving an inserting member 6 into the anchor body 10. Thus, a mixture M obtained by mixing a cured resin 13, a hardener 14, and an aggregate 15 with each other is dispersed in a gap between the anchor body 2 and the anchor hole 10, and an engaging portion 5 at the tip of the anchor body 2 is expanded like a funnel.
