PROBLEM TO BE SOLVED: To provide an impervious wall capable of being constructed by a small number of persons in a short period of time, quickly corresponding to an entire object aiming to have the possibility of a flood when there is a danger of the flood and having no difficulty in a normal life. SOLUTION: An impervious panel holder 1 and a strut positioning pedestal 2 are previously provided to be flush with the ground or downward of the ground, and when imperviousness is required, a detachable strut 3 is mounted to the strut positioning pedestal 2.
