A reinforcing material-carrying functional sheet comprising a sheet-form functional material consisting of functional powder and a binder, and a reinforcing sheet that are joined in layers, wherein the reinforcing sheet consists of a woven fabric or a non-woven fabric, and its METSUKE, the diameters of fibers constituting the reinforcing sheet, and the thickness of the functional sheet are within a specified range. An electric double-layer capacitor-use sheet electrode comprising a sheet-form electrode consisting of carbon fine powder and a fluorine-containing polymer resin, and a reinforcing sheet that are joined in layers; and an electric double-layer capacitor having this electrode. The functional sheet has a strength, is free from coming-off of functional material powder, and efficiently delivers a high functionality. The sheet electrode has a strength and a very small internal resistance, is small in charge-discharge capacity lowering and excellent in durability, and can efficiently produce a long-lived electric double-layer capacitor.
