PROBLEM TO BE SOLVED: To provide an electroconductive porous plate which is easily manufactured and highly economic, shows an excellent moldability and surface smoothness and exerts no drastic change in properties in its thickness direction.

SOLUTION: The electroconductive porous plate 10 comprises a plate-like sintered body comprising two or more laminated layers of globular titanium powders with different average particle sizes. The globular titanium powders used at the surface part 11 contacting a membrane electrode conjugate are finer than those used at other parts 12.
