PROBLEM TO BE SOLVED: To provide a method and device for processing a picture by which an isolated point on binarized picture data is exactly removed and high-speed processing is allowed. SOLUTION: The device for processing the picture comprises: a reference pixel data extract section 504 extracting the binarized picture data being processing of interest by using at least a three-line portion extended in a given axial direction as reference pixel data; a removing candidate detection section 505 using at least one line portion extended in the other axial direction of the extracted reference pixel data as an attention block, subsequently scanning the attention block in the given axial direction, and detecting the removal candidate attention block satisfying predetermined conditions; and a pixel value change section 506 measuring the number of continuously detected removal candidate attention blocks to determine whether the removal candidate attention block is the isolated point or not, and changing all the pixel values of the pixels configuring the detected removal candidate attention blocks to the reference pixel value if the number of continuously detected removal candidate attention blocks is below the reference value.
