PROBLEM TO BE SOLVED: To provide a contents distribution system by which key data decoding encryption contents data is distributed in real time and securely. SOLUTION: The center server of the contents distribution system comprises: a cipher server generating contents key data inherent to each contents data to encrypt the contents data; a contents distribution server distributing the encryption contents data formed by encrypting the contents data to user terminal device requesting the desired contents data; an approval server conducting approval for distributing the encryption contents key data to a card; and a license authentication server authenticating the card by a first authentication means and distributing control information data containing the encryption contents key data in securely to the card.
