PROBLEM TO BE SOLVED: To provide a perforated plate which further increases the speed reducing effect of wind and has permeability and transparency. SOLUTION: A number of through holes 2 are formed in a plate 1 and tongue pieces 3 for covering the through holes 2 except a part of them are provided with spaces 4 formed therebetween.
