<p><P>PROBLEM TO BE SOLVED: To achieve high-quality media data transmission in the environment that an available band is considerably fluctuated by suppressing updating frequency of an encoding rate. <P>SOLUTION: When a transmission rate Rs is updated and the updated transmission rate Rs is settled within fluctuation width (Rc<Rs<U×Rc and U>1) defined by a present encoding rate Rc, without updating the present encoding rate Rc, an FEC (forward error-correction) data sending rate Rf is updated (Rf=Rs-Rc). When an Rc updating timer set to three sec is time-out, for example, on the other hand, the encoding rate Rc is updated by using a minimum value Rs-min of the transmission rate up to the moment (Rc=V×Rs-min and 0<V<1).
