<p><P>PROBLEM TO BE SOLVED: To provide a low NOx, low CO combustion method, and its device wherein ultralow NOx to lower the NOx emission to 10ppm or less is easily achieved. <P>SOLUTION: A NOx lowering means includes a restraining means for restraining combustion gas by recirculating exhaust gas through an exhaust gas recirculation passage 8 to a combustion reaction region 20 for combustion gas, and lowers a NOx generation to 10 ppm or less with a priority over the reduction of CO emission. A CO lowering means 27 is formed on exhaust gas passage 7 to reduce CO emission from the NOx lowering means.
