PROBLEM TO BE SOLVED: To solve the problem that a plastic wrapper has its gathers loosened due to its own elasticity when the wrapper is released from a serrating medium, when a bag is bound by forming parallel gathers on a bag mouth. SOLUTION: A rotary bagging machine includes seal bars 17 and 18 in front of an opening section "19" and is designed to intermittently move clamps 11 together with a rotor 10 in the direction of the arrow 12, supply wrapping bags 14 one by one to the respective clamps 11 by a vacuum cup 15 at a packaging bag loading section "13", and then fill them with contents to be packaged. In addition, it is designed to heat-seal the mouth of the packaging bag at the position with the pair of seal bars 17 and 18 installed and release a completely sealed package 20 from the clamp at the opening section "19". The mouth of the wrapper is sealed with heat applied by the seal bars, and heat remaining in the wrapper is absorbed by a cooling means of a gather forming holder 21 to make conspicuous the gathers formed on a sealed portion of the package.
