PROBLEM TO BE SOLVED: To suppress torsion vibration and rocking vibration occurring in a structure. SOLUTION: This base-isolating device has a pair of cylinders 101 and 102 that are disposed on the base and support the structure 3 by mounting built-in pistons 99 and 100 to both ends of the structure. A piston head side space of one cylinder and a piston head opposite side space of the other cylinder, and a piston head opposite side space of one cylinder and a piston head side space of the other cylinder are interconnected through pipes 107 and 108, respectively, and incompressible liquid is filled therein.
