PROBLEM TO BE SOLVED: To provide a fuel injection device for an internal combustion engine for injecting fuel in a hollow conical form during low load operation of the engine and injecting the fuel in a columnar form with its sufficiently strong penetrating force during high load operation of the engine. SOLUTION: The fuel injection device comprises a first injection hole 5 for fuel injection with no swirl and a second injection hole 6 for fuel injection with swirl. Only the second injection hole 6 is used during the low load operation of the engine for performing fuel injection and only the first injection hole 5 or both the first and second injection holes 5, 6 are used during the high load operation of the engine for performing fuel injection.
