PROBLEM TO BE SOLVED: To provide a composite tubular body which has a high productivity, has an enough buckling strength even though it is a thin belt hardly causing decrease in life of a fluororesin outer layer, and is suitable as a fixing belt capable of effectively utilizing heat of a heating roll or the like, and a fixing device using this. SOLUTION: In the composite tubular body provided with a release outer layer 3 substantially made of a fluororesin, and a tubular inner layer 1 made of a polyimide resin containing an inorganic whisker, the inorganic whisker has an aspect ratio of 5-75 and a mean length of≤40μm, and is uniformly dispersed in a range of 1-45 wt.% in terms of the content ratio in the tubular inner layer. The composite tubular body has a shape with an outer diameter of 20-75 mm and a length of≤360 mm, and when a load is applied on a plane vertical to the length direction from the end side, the load where buckling is generated is≥2.5 kg.
