PROBLEM TO BE SOLVED: To attain mutual authentication between a plurality of authentication marks under a local environment. SOLUTION: A control section 11 for verifying the authenticity of a digital document to which an authentication mark is embedded is provided with: an authentication mark generating function 11a that embeds the authentication information as a watermark to uniquely particularize the authentication mark in the image information of the authentication mark and the image information of the other authentication mark and embeds the authentication information as a watermark to uniquely particularize the other authentication mark to the image information of the other authentication mark and the image information of the authentication mark; an authentication mark embedding function 11c to embed the individual authentication marks to the digital document; and a program generating function 11d that mutually compares the pieces of the authentication information included in the respective authentication marks under the local environment to generate an authentication program whereby coincidence/dissidence of the pieces of authentication information can be discriminated.
