PROBLEM TO BE SOLVED: To safely and easily follow the expansion/contraction of an upper structure after installation. SOLUTION: Upper/lower plates 1, 3 are fixed to upper and lower sides of a viscoelastic body 2. Right and left reaction members 4 are fitted to one of the upper/lower plates 1, 3 and right and left fixing members 5 are fitted to the other plate. A headed bolt 6 leaving a screw allowance in one of confronting faces of the reaction members 4 positioning in the right and left same sides and the fixing member 5 are screwed in, and in the other confronting face, the head of the headed bolt 6 is brought into contact to prevent the elastic restoration of the viscoelastic body 2 subjected to preliminary shearing deformation back and forth.
