PROBLEM TO BE SOLVED: To provide an inexpensive development roller suitable for a slick development device and having high magnetism, and also to provide a method for producing the development roller, and an image forming apparatus. SOLUTION: An accommodating portion 49 in the shape of a groove is formed in a cylindrical magnet 46 into which a polymeric compound containing magnet powder dispersed therein is formed. Then, a magnet 48 corresponding to at least one development pole is imbedded in the accommodating portion 49. Particles as an addition agent, which comprises a constituent that is different from the magnet powder and has an average particle diameter smaller than that of the magnetic powder, are added to and dispersed in the anisotropic rare earth magnet powder.
