PROBLEM TO BE SOLVED: To inspect for installation error even if a leakage does not occur immediately after the installation of a floor heating system. SOLUTION: This floor heating system comprises a floor heating hot water mat 6 formed by installing an aluminum sheet 14 (conductive layer) on the upper surface of a mat body 10 on which a hot water resin tube 12 is densely arranged and a floor finish material 8 installed on the upper surface of the floor heating hot water mat 6. A first electrode 36 is installed on the upper surface of the floor finish material 8, and a second electrode 38 is installed in the hot water resin tube at a position where liquid is allowed to be energized. When the floor heating system is inspected for installation error, an ac voltage is applied across the first electrode 36 and the second electrode 38, an impedance is measured, and by utilizing a variation in the impedance, the hot water resin tube 12 is inspected on whether it is damaged by a nail 30 (conductive member) or not.
