PROBLEM TO BE SOLVED: To provide a porous glass and a glass ceramic manufactured employing coal ashes, metallurgy dust or glass cullet which are industrial or non-industrial wastes as raw materials, and their manufacturing process. SOLUTION: The porous glass and the glass ceramic are obtained by melting/quenching the raw material wherein the coal ashes and the dust obtained from a metallurgy process, etc., are compounded with the glass cullet in a mass ratio of from 1:1 to 9:1. In the process for manufacturing the porous glass or the glass ceramic, the raw material wherein the coal ashes and the dust obtained from a metallurgy process, etc., are compounded with the glass cullet in a mass ratio of from 1:1 to 9:1, is mixed, heated/melted at 1,100-1,400°C for 30-120min. and subsequently quenched.
