Pseudo rolled paper and a device for manufacturing the pseudo rolled paper, the pseudo roller paper wherein connection parts (2) are formed by releasably joining, to each other, the end parts of sheet-like paper (5) having suspended parts (3) formed thereon and the joined sheet-like paper (5) is wound in a roll shape; the device comprising an overlapping part for transporting the sheet-like paper so that the rear end part of the precedently transported upstream side sheet-like paper is overlapped with the tip part of the downstream side sheet-like paper transported subsequent to the upstream side sheet-like paper, a sealing part for applying an emboss processing to all or a part of overlapped portions to releasably join sheet-like paper adjacent to each other, and a winding part for winding the joined sheet-like paper in the roll shape.
