PROBLEM TO BE SOLVED: To provide a moving image decoding apparatus of high error resistance.

SOLUTION: The moving image decoding apparatus has: a multiplexing means for locating information indicating a predictive mode of each frame in an input image in a picture header of the frame, collecting a plurality of blocks of the information indicating the predictive mode in information associated with the prediction of the blocks and information of significance comparatively lower than the information indicating the predictive mode after the picture header, and inputting a multiplexed code stream arranging the plurality of blocks of collected information indicating the predictive mode and the plurality of blocks of collected information of comparatively low significance in the order from the highest significance; and a means for decoding the inputted code stream to reproduce the original moving image signal.
