PROBLEM TO BE SOLVED: To provide an electric motor which can acquire a high torque in a low revolution level, and can rotate to a high revolution level. SOLUTION: In an electric motor 20, a rotor 23 is a double structure including an inner rotor 24 and an outer rotor 26 located concentrically with respect to a rotating shaft outsaide the inner rotor 24, and holds inner permanent magnets 25a and 25b in the inner rotor 24 and outside permanent magnets 27a1, 27a2, 27b1 and 27b2 in the outer rotator 26, respectively. Also, a rotors phase control mechanism consists of an inner rotor supporting portion 31, an outer rotor supporting portion 32, bearings 34 and 35, an operating fluid 39, a hydraulic circuit and a controlling equipment; and has configurations which can change a phase direction of rotation for the outer rotor 26 with respect to the inner rotor 24.
