PROBLEM TO BE SOLVED: To provide an electrifying member for proximity electrifying method that excels in environmental stability of electrical resistance value, and also to provide an image forming device possessing this electrifying member. SOLUTION: As a resistance adjusting layer 202 formed on a electrically conductive support 201, a thermoplastic resin is used in which high polymer ion conductive agent is dispersed, with a protective layer 203 covering the resistance adjusting layer 202 from its outer circumferential face to the side face at both ends. The protective layer 203 is composed of a resin composition in which electrically conductive particles are dispersed.
