PURPOSE: A hydraulic braking system and a hydraulic braking device having a feedback control function are provided to add a function for optimally performing a braking function of a hydraulic brake device to hydraulic conditions for the inside of a hydraulic cylinder, engine output conditions, and road conditions and accordingly to prevent slip and a dynamically unstable state generated in braking a vehicle. CONSTITUTION: A hydraulic braking system is composed of a driving shaft(242) connected to a power generating unit; a cylinder(235) in which the driving shaft is inserted, including a closed space to fill fluid around the periphery of the driving shaft; a hydraulic generating device mounted in the closed space of the cylinder to decelerate and stop the rotation of the driving shaft; a hydraulic fluid circulating passage(220) disposed in the closed space of the cylinder to input and discharge fluid and to form an open circuit; and a control valve(60) installed to the hydraulic fluid circulating passage to control the flow of the fluid.
