PROBLEM TO BE SOLVED: To surely set the incident efficiency of light emitted from a 1st optical element on a 2nd optical element to be equal to or above a specified target value without requiring troublesome operation. SOLUTION: An optical module manufacturing device is equipped with an external force applying mechanism part 20 for displacing a housing B previously mutually bonded and fixed on a package P so as to change the incident position of the light emitted from a light emitting element LE on a condensing lens ML in a plurality of directions, a control means 40 measuring the characteristic of the light made incident on an optical fiber OF while displacing the housing B with respect to the package P by driving the mechanism part 20 and detecting a state where the light comes to show desired characteristic, and a laser radiation mechanism part 30 provided with a new bonding and fixing point FP' between the package P and the housing B so as to maintain the state detected by the control means 40.
