<P>PROBLEM TO BE SOLVED: To provide a piezoelectric ceramic composition having large piezoelectric variation in a high electric field and the small change of dielectric constant with temperature as an actuator material. <P>SOLUTION: The piezoelectric ceramic composition is ternary lead zircon titanate (PZT) expressed by xPb(Sb<SB>1/2</SB>Nb<SB>1/2</SB>)O<SB>3</SB>-yPbZrO<SB>3</SB>-zPbTiO<SB>3</SB>and satisfies the relation of 0.96≤y/z≤1.39 and 0<x≤11 mol% (where, x+y+z=100 mol%). When the composition range of 0.96≤y/z≤1.10 is selected, excellent temperature characteristic of the specific dielectric constant is attained.
