<P>PROBLEM TO BE SOLVED: To provide an advertisement distributing system capable of checking that an advertisement is already distributed without installing new software in a client in a service charging no connection charge by distributing advertisement before Internet connection. <P>SOLUTION: An advertisement server 10 has a database 10a storing advertisement information, and it distributes the advertisement information by receiving a request from a proxy server 5. The proxy server 5 mediates accesses from a plurality of clients 2 to a web server 12 or the like. The access from the client 2 is collated with connection information of an internal storing part, and if a collation result is not connected, distribution of the advertisement information is requested to the advertisement server 10, the distributed advertisement information is distributed to the client 2, and the connection information of the storing part is rewritten to already connected.
