CODING APPARATUS, COMPUTER READABLE PROGRAM, AND CODING METHOD

PROBLEM TO BE SOLVED: To provide a coding apparatus in which a motion compensation mode is appropriately selected when coding a motion picture in which a luminance change is temporally great.

SOLUTION: An evaluation value is calculated with respect to compensation schemes when applying motion compensation and based upon the calculated evaluation value, a compensation scheme is selected. The evaluation value is a value with an AC component of an error and a DC component of the error as parameters with respect to a macro block predicted in each motion compensation mode, and the coding apparatus attenuates the DC component of the error with respect to each macro block based upon a predetermined coefficient and then calculates the evaluation value.
