<P>PROBLEM TO BE SOLVED: To provide a network control executing method in in a radio communication system, and to provide a a network entity for executing it. <P>SOLUTION: A group of related sending and receiving base station (BTS) includes a present service BTS, a target BTS, and an action set non-target BTS to be added at will. Each BTS receives one parameter or a plurality of parameters from a questioned mobile and reports the related parameters to system apparatuses such as a base station controller (BSC).
