PROBLEM TO BE SOLVED: To enable to speedily detect abnormalities in a circuit without increasing the number of parts. SOLUTION: The device is provided with a main capacitor 107, secondary current detecting means 103a, 122, 121 equipped with flyback type DC/DC converters 104, 105, 103a charging the main capacitor and detecting a state of a secondary current flowing in a secondary winding of the DC/DC converters in operation, and a determinination means 103f for determining whether a detection time of the secondary current detected by the secondary current detecting means is over a prescribed time, and a charging operation of the capacitor charging device is controlled (103a) from the determination result of the determination means.
