PROBLEM TO BE SOLVED: To provide a method for consolidating soil and a method for treating a concrete skeleton which consolidate soil strongly, improve ground strongly and widely, can adjust the degree of water permeation without significantly changing the flow of groundwater even in the case of improving a uniform ground, form a dense layer at a relatively surfacial part of concrete, mend deteriorated or cracked parts of a concrete structure and prevent neutralization. SOLUTION: The method for consolidating soil comprises infiltrating or injecting into soil or mixing with soil a liquid A comprising an alkaline earth metal compound as an effective ingredient and a liquid B comprising as an effective ingredient one or more selected from the group consisting of carbonic acid, bicarbonic acid, sulfuric acid, phosphoric acid and alkali metal salts thereof thereby forming an insoluble salt. The method for treating the concrete skeleton comprises spraying on, infiltrating, applying to or injecting into the concrete skeleton the liquids A and B thereby forming an insoluble salt.
