PROBLEM TO BE SOLVED: To provide a soil bearing power reinforcing device using a small-diameter steel pipe preventing an increase in size, and simplifying and accelerating moving and press-in work. SOLUTION: In a site of construction, the small-diameter steel pipe 12 penetrating a rocking table 3 in a preset position is held by two guide wheels 15 set on the rocking table 3, the guide wheels 15 are rotated, and the rocking table 3 is rocked to rotate and press-in the small-diameter steel pipe in the construction ground 14.
