PROBLEM TO BE SOLVED: To provide a technique for efficiently manufacturing granular foam glass having a grain size of about 5.0-30.0mm. SOLUTION: Waste glass 1 is fed into a separation unit 3 to separate and remove metal components, etc., coarsely ground in a coarse grinder 4 and pulverized in a pulverizing apparatus 5 to form a glass particulate matter. The glass particulate matter is fed into a mixing apparatus 6 with an additive 2 containing calcium carbonate, dolomite, etc., and mixed to form a mixture 7. The mixture 7 is spread over a belt conveyor 8 and loaded into a baking furnace 9 to heat, melt and expand a glass component into a high-temperature mass of a burned product 10. By quenching the burned product 10 by spraying jet water mist 13 from a jet fountain installation 12, the burned product 10 finely crushes into the granular foam glass 14 having a grain size of about 5.0-30.0 mm.
