PROBLEM TO BE SOLVED: To prepare a hair cosmetic exhibiting excellent dressed hair-retaining effects, spreading well when applied to hair and hardly sticking, and after applied, exhibiting excellent re-hair dressing properties, hardly suffering from powder falling and having excellent removability by shampooing.
