PROBLEM TO BE SOLVED: To avoid setting the same transmission CH (is channel) as that for broadcast signals already transmitted over CATV means in setting the transmission CH, for the television broadcast signals in a head end apparatus for generating transmitting television broadcast signals from video and audio signals. SOLUTION: The head end apparatus has a plurality of modems which select and demodulate each a BS digital broadcast at every broadcast channel, convert demodulated video and audio signals into analog television broadcast signals in the NTSC system and send them on transmission lines. In setting the transmission CH for analog television broadcast signals generated by each modem, the transmission CH is UP/DOWNed in a range from a maximum CH to a minimum CH (220-240, 280-300) according to a transmission HC change instruction. If a transmission CH resulting from the up/down is an idle CH not doubling a transmission CH for other broadcast signals, this CH is set as a new transmission CH (S260), or otherwise, it is set again.
