PROBLEM TO BE SOLVED: To provide an image rotating device for rotating m kinds of image data whose number of tones are different from each other at a plurality of angles capable of relaxing a wiring congestion level, and simplifying layout. SOLUTION: An image rotating device configured as a circuit for rotating first and second image data whose number of tones are different at 0 degree and 90 degrees is provided with an input side n bit data buffer 1, an n×n bit data buffer 2 for image rotation, and an output side n bit data buffer 3. At the time of rotating the first or second image data at 0 degree, an input path 11 and an output path 13 are used, and at rotating the first image data at 90 degrees, an input path 11 and an output path 13 are used, and at rotating the second image data at 90 degrees, the input path 11 and an output path 14 are used.
