PROBLEM TO BE SOLVED: To correct a bad environment that living wastewater contaminated by a cleaning agent or the wastewater of fields and road wastewater including an antifreezing agent from a road surface enter rivers and the water of the rivers is contaminated so that water animals and plants such as fishes, insects, water plants, etc., hardly grow and the contaminated water enters to large lakes or the sea as a water tank of cities. SOLUTION: Cylindrical building blocks 1 are sequentially connected and joined longitudinally and sequentially stacked vertically on the protective bank or the normal plane of the river or lake or the road. On upper and lower sides of a body part 1a having a hollow part 2 therein along a longitudinal direction, connecting support parts 4 and 4 having parallel flat surfaces are formed. On the surfaces of the upper and lower connecting support parts 4 and 4, opposed recessed and protruding fitting parts 4a and 4b are provided. In the back part of the body part, a back surface support part 5 having a flat surface over the entire length in the longitudinal direction is formed. In a front side, openings 3 and 3 communicating with the hollow part 2 are formed. A stepping part 6 is formed, over the entire length, at an inclination that is substantially horizontal when the back surface support part 5 is installed to an inclination in the direction of height of the normal plane.
