PROBLEM TO BE SOLVED: To minimize the formation of air pockets in mortar when mortar is poured in a gap between an inner pipe protective member and the inner pipe outer surface of a composite cross-sectional pipe. SOLUTION: There is provided a cover 3 as the inner pipe protective member covering the inner pipe 2 of the composite cross-sectional pipe. The cover 3 has a mortar injection hole-cum-air vent 3b formed in the upper portion thereof, and a core member 10 is mounted on the cover 3 on a side facing the inner pipe 2. The core member 10 has an inclined surface 11 formed thereon in a manner being inclined downward from the peripheral portion of the vent 3b in a pipe axial direction and a direction crossing a pipe axis. Therefore when the mortar 4 is injected in the gap between the cover 3 and the inner pipe 2 outer surface, the mortar 4 sequentially adheres to the inclined surface 11 beginning from a location that is farther from the vent 3b, and air present between the cover 3 and the inner pipe 2 outer surface is collected on the periphery of the vent 3b and then discharged from the same, to thereby minimize the formation of the air pockets.
