PURPOSE: To provide a display in which average power consumption in refresh periods and non-refresh periods can be remarkably reduced by stopping a circuit which consumes much power in non-refresh periods. CONSTITUTION: Non-refresh periods when all scanning signal lines are set to a non-scan state are provided between refresh periods when a picture on an active matrix panel 1 is scanned, and the display device has a stop control circuit 9 for stopping drive of driving circuits such as a signal line driving circuit for driving the active matrix panel 1, a scanning line driving circuit 3, and an analog circuit 5 in the non-refresh periods and a DCK-PLL circuit 6 for generating a clock signal used for taking data signals into data signal lines of the active matrix panel 1, and the stop control circuit 9 stops drive of the DCK-PLL circuit 6 besides the driving circuits in non-refresh periods.
