A main road or motorway (1) with vehicles (A,B,C) has instantaneous speed radar (4) and in addition cameras (6,8,10) with analyzers (7,9,11) at known fixed points. The cameras/analyzers are connected to a central computer (14) and clock (13) over a communication network (12) and the timed pictures taken at the known points enable accurate average speeds for particular vehicles and traffic flows to be determined.
