PURPOSE: A device for generating a thumbnail image and a method therefor are provided to extract one thumbnail pixel per sub-block in the case of HD video while generating four thumbnail pixels per sub-block in the case of SD video, thereby generating thumbnail images consistent in size. CONSTITUTION: A macro block of a specific slice is started(401). DC values of Y component blocks of the macro block are resized two times vertically and horizontally through linear interpolation, and the resized DC values are stored in a slice buffer(402). DC values of Cb and Cr blocks are resized two times horizontally through linear interpolation to be stored in the slice buffer(403). It is judged whether the slice is terminated(404). A buffer controller reads the DC values of the corresponding macro block from the slice buffer to transmit the read DC values to a thumbnail memory through a thumbnail memory interface(405). If the slice is not terminated, the next macro block is inputted(406).
