PROBLEM TO BE SOLVED: To raise output and enable smooth rotations even with a small current, and besides to achieve downsizing. SOLUTION: This device has a rotor 1, a first coil 3, first outer magnetic poles 2a-2c, a first inner magnetic pole 2g, a second coil 4, second outer magnetic poles 2d-2f which are opposed to the periphery of the above magnet, with their phases slid by ((2×m+1)×180/NA)degree from the above first outer magnetic pole, and a second inner magnetic pole 2g. When the number of poles of the magnet divided in circumferential direction and magnetized is denoted as NA, the dimension of the outside diameter of the magnet is D1, and the dimension of the inside diameter of the magnet is D2; the above first and second outer magnetic poles are arranged equally at angles integral times as large as (720/NA) degree at the periphery of the magnet, they are opposed to each other by a specified angle A each, and it is constituted with (226.8/NA)-54×(D1-D2)/(D1×π)≤A≤(259.2/NA)-54×(D1-D2)/(D1×π).
