PROBLEM TO BE SOLVED: To provide a spline seal between the end surfaces of a seal segment fixed to the end of a bucket arranged in the circumferential direction with the end surfaces abutting on each other, preventing or minimizing the axial leak flow of steam passing through a gap. SOLUTION: The spline seals 64, 66, 68 opposed to the rotary end 24 of the bucket 22 in the radial direction are arranged in slots 60, 62, 63 aligned in the circumferential direction of adjacent arcuate seal piece segments 36, 38, 42 arranged in grooves 31, 37, 44 of a diaphragm assembly of the steam turbine. The spline seals extend into the gap 54 between the end surfaces 56 of the segment for minimizing the leak flow of steam passing through the end surfaces. The spline seals are arranged in the slots and the slots are formed as parts of a first manufactured device, or the spline seals are machined in the segment, when reconstructed.
