PROBLEM TO BE SOLVED: To provide a loading machine improving working efficiency by facilitating positioning at the time of loading by removing oscillating motions of parts for performing loading at at the time of traveling of the loading machine such as a boom and a jib and improving a working environment by removing oscillation and vibration at the time of traveling accompanying the oscillating motions, and to provide its traveling and controlling method. SOLUTION: The loading machine 1 travels in substantially parallel along a quay 21 on a rail R laid in a harbor to perform loading. The machine 1 is provided with a relative displacement detection means 30 to detect relative displacement of a sea side leg 2 located on the quay 21 side and a land side leg 3 located on a land side, and a control means 10 for controlling an output of a traveling means 9 provided on the land side leg 3 by making the sea side leg 2 as a reference to reduce the relative displacement obtained by the relative displacement detection means 30.
