PROBLEM TO BE SOLVED: To enable an amount of packet data to be immediately notified to a subscriber using a terminal unit when a mobile unit and the terminal unit are used in a physically separated constitution. SOLUTION: An IMT-2000 mobile packet communication system includes a GPT protocol controller for terminating a GTP that is a protocol for enabling a tunneling function for user packet transfer in a packet radio service at either a subscriber node 41 of a core network 4 or a gateway node 42 or both the nodes. The GTP protocol controller 411 includes a data quantity counting unit 4115 for detecting and outputting an arrival of notifying opportunity previously registered corresponding to the terminal unit 1, and a signal terminating information managing unit 4116 receiving a notifying opportunity to be outputted from the counting unit 4115 for generating a notifying IP packet for transmitting to the terminal unit 1 during communicating via a mobile unit.
